The Carolina Film and Video Festival began as the state-wide UNCG (University of North Carolina at Greensboro) Film and Video festival in 1981. At that time the festival was designed to provide common ground for North Carolina filmmakers and media artists to discuss new ideas, form networks, and establish a forum for the discussion of issues relevant to media arts in North Carolina. From this foundation the festival grew to bring those same values to an international level.

In 1991, the Festival became an international festival, inviting both students and independents to enter their work in competition. Through the years the Festival keeps growing as a showcase for student and independent artists from across the country and the world, providing viewing experiences not available in other venues as well as opportunitites for free workshops, presentations by nationally known filmmakers and seminars.
