In Spanish cecear refers to the pronunciation in certain regions of Spain and other Spanish speaking countries of the letter c (pronounced "s" in Spanish) with a lisping "th" sound. Thus Elizondo's pronunciation of "catolicismo". Later in the canto Pounds renders the word "cecear" as if it were pronounced by someone with cecear, thus, "thethear".
