Our Working Papers Series represents the current work of scholars and researchers in the democratic and legislative developement of Central and Eastern Europe, as well as other democratizing areas in the world.

Our series of Working Papers has two sections, Ocassional Papers and Conference Papers. The Conference Papers are papers from participants in our 1998 Summer Conference, "Committees in New and Established Parliaments: An International Conference."

The papers are available in two formats: 1) as regular ASCII text (*.txt) files, and 2) as Adobe Acrobat (*.pdf) files (NOTE: our *.pdf files created with version 3.0; Acrobat Reader version 2.1 will not be able to read them).

Both ACII text and Adobe Acrobat files are readable and printable on any computer platform (ie, Windows, Mac, or UNIX), but with one important difference. The ASCII text files contain the full text of the papers, but without any special character formatting. The Adobe Acrobat files, on the other hand, retain the original formatting of the paper, such as italics, boldfacing, and diacritical accent marks.

ASCII text files may be opened, read, and printed from within any text editor, word processor, or web browser. Adobe Acrobat files require the Adobe Acrobat Reader, which is available for all major computer platforms. A free copy of the Adobe Acrobat Reader may be downloaded from Adobe Systems, Inc.

Submission Information
We welcome submissions for inclusion in the Working Papers Series. Submissions should be made to the address listed below. Please include three printed copies of the paper, as well as one copy of the paper and any associated tables and graphs on a 1.44mb computer disk in a common file format (for example, MS Word, WordPerfect, Postscript, Text, etc).

Bibliographic Information
When referencing papers from this Series in other works, please place the following text after the title of the paper:

(title), [SECTION] Paper YY-## of the Working Papers Series of the Parliamentary Documents Center for Central Europe at The University of North Carolina at Greensboro. http://www.uncg.edu/psc/pdc

where 'YY' is the year and '##' the number of the paper, such as 97-01, and where [SECTION] refers to either an Ocassional Paper or a Conference Paper.
