TEACHERS ACADEMY PLAN OF GOVERNANCE

approved by the Executive Committee, May 12, 1998

I.    Statement of Purpose

        This instrument is designed to facilitate the policies and procedures of the UNCG Teachers Academy (TAC).  The faculty recognizes that legal responsibilities for governance are vested in the Chancellor and that the Dean of the School of Education is charged with overseeing licensure.  The Teachers Academy serves as a coordinating body to ensure the quality of teacher education programs and the operation of teacher education activities.

The Goals of the TAC are:

1.    To ensure the quality of all academic programs leading to licensure for public school personnel

2.    to facilitate the operation of all programs leading to licensure and link the campus with the State Department of Public
       Instruction and the public schools in our area.

3.    to support the mission of the university through meeting these goals

4.    to stimulate and support research in teacher education

5.    to nurture a sense of community among faculty and students engaged in the process of education future teachers.


II.    Membership

Membership in the TAC is open to all UNCG faculty who teach courses in areas leading to licensure.

III.    Duties, responsibilities and authority

A.  The Council of Program Coordinators - Membership on this council includes all faculty members who serve as
      coordinators of programs leading to licensure and the chairs of every department which houses one or more
      licensure programs.

      The Council of Program Coordinators shall
 

        1.  act as the policy-making body of the TAC.
        2.  determine what matters shall be delegated to other bodies established by this Instrument
        3.  approve changes in program requirements related to licensure

        The Council of Program Coordinators shall hold at least two regular meetings each semester.  The Director of the
        TAC shall serve as presiding offer of the Council of Program Coodinators.

B.    Executive Committee (now the Management Cabinet) - Membership on the Executive Committee shall include six
        coordinators elected by the Council of Program Coordinators, the Director of the Teachers Academy, the
        Coordinator of Advisement for the Student Advising and Recruitment Center (SARC), and two teachers from the
        public schools.

        The Executive Committee shall
 
        1.  review and approve course proposals
 
        2.  conduct preliminary review of program changes and make recommendations to the Council of Program Coordinators

        3.  conduct preliminary review of policy changes and make recommendations to the Council of Program Coordinators

        4.  review the budget for the TAC and make recommendations to the Director of Teacher Education

        5.  coordinate accreditation reviews

        The Executive Committee shall hold at least one regular meeting each month during the academic year.  The
        Director of the TAC shall serve as presiding officer of the Executive Committee.

C.    The Office of Teacher Education - This office houses the Director of Teacher Education, the Administrative
        Assistant for Licensure, and the Administrative Assistant for Field Placements.

        1.    The Director of Teacher Education shall
 
            a.  hold the titles of Director of the Teachers Academy and Associate Dean for Teacher Education and School
                 Relationships

            b.  develop, communicate, and maintain clear vision for teacher education at UNCG.

            c.  advise the Provost, the Dean of the School of Education, and relevant University bodies on issues pertaining to
                 teacher preparation and licensure.

            d.  serve as advocate for teacher education faculty across the university in matters regarding rewards, promotions
                 and tenure.

            e.  nurture a sense of community among faculty and students engaged in the process of education future teachers
 
            f.  administer university-wide teacher education policies and procedures

            g.  chair -

                1.  Council of Program Coordinators
                2.  Executive Committee

            h.  oversee activities of the university-based Co-chair of the Triad University/School Teacher Education Partnership
 
            i.  manage the office of teacher education
 
                1.  coordinate and administer accreditation procedures of public school licensure programs (NCATE, PSNC)
                2.  maintain accurate records of licensure programs and applications for public school personnel
                3.  approve field placements
                4.  manage technology and portfolio initiatives
                5.  supervise secretaries and graduate students
                6.  develop and maintain a budget

        2.    The Administrative Assistant for licensure shall

                assist the Director in managing the Office of Teacher Education (coordinate office assistants, develop and
                maintain a budget, maintain accurate records of licensure programs and applicants).

        3.     The Administrative Assistant for field placements shall
 
                assist the Director in coordinating field placements
 

IV.  Amendments

        Amendments to the Instrument of Governance shall be submitted to the Council of Program Coordinators.  Any member
        of the academy may submit an amendment.  Amendments may be discussed when submitted.  Before a vote is taken on
        an amendment, a copy must be distributed to all members of the academy with an announcement of the date when the
        Council of Program Coordinators will take a vote on that amendment.  Amendments must receive the approval of
        two-thirds of the members of the Council of Program Coordinators present and voting.

V.    Adoption of this Instrument

        This Instrument of Governance shall become effective upon its adoption by a two-thirds vote of the membership, and
        the approval of the Dean of the School of Education, the Provost, and the Chancellor
