UNCG-SAL CONSTITUTION

Preamble:

The University of North Carolina at Greensboro Students Against Landmines is a student run organization designed to be an educational, political awareness organization. The mission of UNCG-SAL is to educate the university community about the global landmine problem and to encourage awareness of and non-violent action regarding humanitarian/political issues.

UNCG-SAL is open to all persons regardless of age, religion, sex, national origin, race, sexual orientation, veteran or marital status, and disability. We are dedicated to the idea that all students should be allowed to particpate in banning landmines.

UNCGSAL must never be responsible for violence against any living thing, even insects. This specifically means no physical and verbal violence against those who ignore or who even produce and deploy landmines.

UNCGSAL must always act in accordance with the regulations of UNCG and with the full knowledge and consent of its faculty advisor and Deans of the College.

UNCGSAL is dedicated to taking bold and effective action to ban anti-personnel landmines. Although the problem of landmines is large, UNCGSAL feels that a complete elimination of landmines is possible so long as we act with hope, determination, and in the spirit of compromise.

Article I: Nomenclature:

Section 1: The name of this organization shall be University of North Carolina at Greensboro Students Against Landmines.

Article II: Purpose of this Organization:

Section 1:
UNCG-SAL educates itself and the world about AP landmines.
 
Section 2:
UNCG-SAL organizes UNCG students to take non-violent action to help ban AP landmines.

Article III: Membership

Section 1:
 Membership shall be open to all students, faculty, staff, and members of the community regardless of age, religion, sex, national origin, race, sexual orientation, veteran or marital status, and disability.
 
Section 2:
Attendance shall be recorded at each and every meeting with no exceptions. The membership log shall consist of name, address, telephone number and E-mail address.
 
Section 3:
Each member has one vote per order of business on matters that are decided by voting. Each member has an equal voice in all regular organizational meetings.
 
Section 4:
Organizational functions that take place in university facilities and university funds shall permit  equal and open access for all students with valid UNCG ID, staff and faculty.

Article IV: Organization

Section 1:
Adequate notice of the time and place of each meeting shall be announced at least one week in advance.
 
Section 2:
The organization shall hold weekly general body meetings.

Executive Board of Officers:

Section 1:
The Executive Board of Officers shall consist of a Chairperson, a Vice-Chairperson, a Secretary, a Business Manager, an Outreach Coordinator, and a Student Government Representative. Their duties shall be assigned, understood, and expected as outlined in this constitution. All Executive Officers have the authority to establish committees from the membership body to successfully complete delegated tasks. Section 2: General Requirements for Executive Board:
 
a. Must meet requirements as set by Student Government Association
b.Elected from general membership.
c. Shall complete additional duties as assigned by Executive Board and Advisor.
d. Shall meet with Advisor bimonthly.
e. Shall serve as a resource to the community by maintaining set office hours.
 
Office hours must be at least two hours per week. Any officer unable to be in attendance during scheduled office hours shall notify Advisor and shall notify the UNCG-SAL office.
f. Shall participate in the training of successor for a period of not less than one month, as deemed necessary by Advisor.
g. Shall complete event reports and end-of-year report(s) as required by chair and/or advisor.
 
Section 3: Chairperson
a.Serve as official organizational liaison to the University and the community at large.
b.Responsible for maintenance and upkeep of the web page.
c.Shall be responsible for gathering and reading announcements at general body meetings.
d.Shall share the duty of coordinating general body meetings with the Vice-Chairperson.
e.Shall assume or delegate the duties of the Vice-Chair in the event of said officer's absence.
f.Vice-Chair and Chair shall be responsible and accountable for delegating tasks,
organizing committees, and supervising the planning of UNCG-SAL sponsored activities.
g.Attend and participate in the officer training as designated by the Advisor prior to the end of the academic semester.
h.The Chair, if removed from office, shall be replaced by a newly elected member. In the event that there is no one available to assume the vacancy or that no one is elected from the regular or special election, the position shall remain vacant and the Vice-Chair shall assume or delegate the duties of the Chair in addition to their own until a Chair can be elected.
i.Shall make an agenda and preside over all Executive Board meetings.
j.Shall participate in the planning, development, and implementation of all events that UNCG-SAL sponsors or co-sponsors. k.The Chair shall, in conjunction with Vice-Chair, make an agenda and preside over all general body meetings.
l.In the event that the Business Manager is unreachable, the Chair may give approval to use account number for purchases, provided there is Advisor approval of any and all use by the Chair of organizational account number.
 
Section 4: Vice-Chairperson a.Shall know the duties and responsibilities of president
b.Shall share the duty of presiding over general body meetings with the Chair.
c.Shall assume of appoint the duties of the Chair in the event of absence.
d.The Vice-Chair, if removed from office, shall be replaced by a newly elected member. In the event that there is no one available to fill the vacancy or that no one is elected from  the regular or special election, the position shall remain vacant and the Chair shall assume or delegate the duties of the Vice-Chair in addition to their own until a Vice-Chair can be elected.
e.Shall serve as "member motivation" consultant, encouraging body and board members. f.Shall, in conjunction with Chair, be responsible and accountable for delegating tasks, organizing committees, and supervising the planning of UNCG-SALsponsored activities.
g.Attend and participate in the officer training as designated by the Advisor prior to the end of the academic semester.
 
Section 5: Secretary
a.Shall serve as officer manager
b.Shall keep an updated attendance log at all times, on paper and on disk, of member and board attendance.
c.Shall keep an accurate calendar of events at all times.
d.Shall process all correspondence and reservations.
e.Shall submit typed minutes and of each Executive Board meeting and committee reports to Advisor and shall also archive said reports in UNCG-SAL office.
f.Shall participate in planning of current and upcoming projects.
g.In the event that no secretary is elected during a regular or special election, the position shall remain vacant and the Chairs shall assume or appoint all duties until a Secretary is elected.
h.Shall share responsibility of developing an organizational brochure with Outreach Coordinator.
 
Section 6: Business Manager
a.Responsible for preparing and distributing monthly status report to Executive Board and Advisor.
b.Shall be responsible for approving all expenditures. (All fiscal decisions >$25 must be approved by Executive Board)
c.Shall ensure all outstanding balances are paid on time.
d.Shall participate in planning of current and upcoming projects.
e.Shall interact on a regular basis with the University Finance Coordinator.
f.In the event that no Business Manager is elected during a regular or special election, the position shall remain vacant and the Chairs shall assume or delegate all duties until a  Business Manager is elected.
 g.Shall be responsible for the planning and development of a budget, which must be approved by the Executive Board, ratified by general membership, and accepted by  SGA.
 h.Business manager or Chair shall be responsible for presenting and defending budget before GSA when appropriate.
i.Business manager shall be the only officer to give approval to use account number for  purchases. (Including SPAFs)
 
Section 7: Student Government Representative
a.Shall attend all Student Government Association meetings and report to the Executive Board the activity of meetings he/she attends.
b.Shall keep a detailed log of GSA meetings.
c.Shall inform GSA of the activities of UNCG-SAL.
d.Shall participate in the planning of all current and upcoming projects.
e.In the event that no S.G.-Representative is elected during a regular of special election, the position shallremain vacant and the Chairs shall assume or appoint all duties until a  new S.G.-Representative is elected.
f.Shall complete End of Year Report as required by Student Government Association.
 
Section 8: Outreach Coordinator
a.Shall Maintain E-mail account for UNCG-SAL.
b.Shall maintain contact with all organizational members and other groups and persons that UNCG-SAL interacts with
c.Shall develop relationships with the community and with other organizations on and off  campus.
d.Shall devise effective ways of reaching the maximum number of people and interesting them in our organization.
e.Shall develop marketing plans on and off campus for UNCG-SAL sponsored events.
f.In the event that no Outreach Coordinator is elected during a regular or special election, the position shall remain vacant and the Chairs shall assume all duties until an Outreach Coordinator is elected.
g.Shares responsibility with Secretary for developing an organizational brochure.
h.Shall participate in planning of current and upcoming projects.
 
Article VI: Elections
 
Section 1:
Except for the first elections, which should be held upon opproval of UNCG-SAL by the S-G, yearly elections shall be held in March of each academic year, unless otherwise deemed necessary. One-third of all active members must be present for an election to occur.
Section 2:
Officers shall be elected by secret ballot.
Section 3:
The officers shall assume office for the single academic year following a one-month training  period after the annual elections.
Section 4:
Any person attending a minimum of two meetings during the current academic year shall be considered an active member and therefore eligible to run for any elected position within the organization at annual or special elections.
Section 5:
In such event that an officer resigns, is impeached, removed, or otherwise unable to fulfill duties a special election will take place during the meeting following the vacancy of the Executive Board position.
