Taylor Appointed Vice Chancellor for Business Affairs

D. Reade Taylor, who has been director of financial planning and budgets since 1996 at UNCG, has been appointed vice chancellor for business affairs.

The appointment was announced by UNCG Chancellor Patricia A. Sullivan, who said it will begin April 1, pending approval by the UNCG Board of Trustees. Taylor was selected in a national search that drew 77 applicants.

“I am very pleased that Reade has accepted my invitation to join the executive staff,” Sullivan said. “He has almost two decades of experience at UNCG and is a strategic thinker who has the big picture in mind as he pursues the work of his division.

“He is a person of considerable intelligence, integrity and commitment to this campus, and he has special expertise in the finance, budget and bond areas at UNCG. Reade is widely respected and admired by members of his division and others he works with across the University. I know he will add to the strengths and talents of the provost and other vice chancellors.”

Taylor will succeed Philip H. Richman, who retired Sept. 30, and has remained in an interim half-time appointment during the search. Richman joined UNCG in 1981 as director of accounting and budgets, and was appointed vice chancellor in 1995.

At UNCG, Taylor will have responsibility for the Business Affairs Division, which has 450 employees in the areas of finance, physical plant, business and student services and human resource services. He also will represent UNCG’s fiscal interest to its affiliated foundations, the Board of Trustees, the UNC Board of Governors, the UNC Office of the President, and various agencies of state and federal governments.

He will have oversight for:
• planning and management of UNCG’s fiscal and business affairs and its facilities, including financial services, budget development and administration;
• internal auditing, business and auxiliary services;
• physical plant, including construction, maintenance and operations, and environmental safety;
• human resource services and campus police and public safety.

Taylor has been at UNCG since 1987 and has risen through the ranks as assistant controller and general accounting manager from 1987-93, controller from 1993-96, and director of financial planning and budgets since 1996. Earlier, he was a staff accountant with the firm of McGladrey & Pullen from 1980-84, and a controller and consultant with Mayrand Pharmaceuticals Inc. from 1984-87.

He holds a B.S. degree in business administration with an accounting concentration from UNC-Chapel Hill, where he also earned his MBA degree with a finance concentration. He is licensed as a certified public accountant in North Carolina.

Among his current responsibilities, Taylor has directed UNCG’s financial planning and budget, which is approximately $266 million in 2005-06. He oversees preparation of UNCG’s annual and biennial operating budget requests to UNC General Administration.

He represents the university to outside constituents on budget issues and was named by Chancellor Sullivan to the UNC system’s ad hoc committee on budget matters. He has been UNCG’s primary contact for bank loans and the issuance of bonds for capital projects.

Taylor will assume the post for which Jeff Davies was originally hired. Davies, who was vice president for finance with the UNC system, was hired for the UNCG position in December, but later elected to stay at UNC General Administration to work with new President Erskine Bowles in a new chief of staff position.
