SERVICE OF ALCOHOL ON CAMPUS

May alcohol be served on campus?

Yes, however, the service of alcohol is regulated, both by State law, and by University regulations.

What do I have to do in order to serve alcohol on campus?

If you are a student or a student organization, you must follow the Student Alcohol Policy. Any non-student or non-student organization wishing to serve alcohol on campus must follow the UNCG Policy on Alcoholic Beverages on Campus (the Policy). A copy of the Policy may be found at, http://its.uncg.edu/Policy_Manual/Alcohol/

The rest of this discussion will focus on non-student groups.

May alcohol be served everywhere on campus?

No. The Policy limits the service of alcohol to 5 locations. These are,

  • Alumni House
  • Faculty Center
  • Elliott Center
  • Anne and Benjamin Cone Building
  • HHP Building

Is there any way to get permission to serve alcohol in a place other than the ones you just listed?

Yes, you may request a waiver, in writing, from the Chancellor. In that request you should give reasons why none of the 5 approved locations are appropriate. For example, if one or more attendees has a disability that cannot be accommodated at one of the five approved locations, a waiver is likely to be granted.

What are some of the other conditions that must be met in order to serve alcohol on campus?

  • The sale of alcoholic beverages is prohibited at any event on campus (except as permitted under N.C. Gen. Stat. §§ 18B - 1002, and 1006(a)). "Sale" means any transfer, trade, exchange, or barter, in any manner or by any means, for consideration, including, but not limited to, required fees or the purchase of tickets for admission to an event at which alcoholic beverages will be served. Donations may not be required or solicited in connection with the event.
  • No one under the age of twenty-one will be served alcoholic beverages.
  • Alternate non-alcoholic beverages AND food must also be provided at any event at which alcoholic beverages are served.
  • Events at which alcoholic beverages are served will be closed to all persons not specifically invited.
  • Alcoholic beverages may not be carried or consumed outside rooms or areas designated for an approved event.
  • Intoxicated persons will not be served or permitted to consume alcoholic beverages on the premises.
  • Alcoholic beverage service will be limited to a total of not more than two hours.
  • The University reserves the right to require additional precautions such as the use of trained persons to dispense alcoholic beverages and greater limitations on time of service.
  • State funds may not be used for the purchase of alcoholic beverages.
  • The sponsor of the event must designate an individual 21 years or older to be the on-site supervisor. The sponsor must also agree to abide by the University Policy and must agree to indemnify the University in the case of any lawsuit.

What are the procedures for obtaining permission to serve alcohol on campus?

First, permission must be obtained from the person in charge of the building or place where the event will occur.

Second, if an ABC permit is required for the event, one must be obtained.

Third, A Request for Approval to Serve Alcohol on campus must be submitted to the University Counsel, along with a copy of the ABC permit (if any.) A copy of the Request form may be obtained at http://its.uncg.edu/Policy_Manual/Alcohol/ or from the Chancellor's Office.

When is an ABC permit required?

No ABC permit is required where the event is a University event (analogous to serving alcohol in one's own home). Further, unaffiliated groups using our facilities only need a Limited Special Occasions Permit if they serve mixed beverages or fortified wine. In other words, no permit is required to serve malt beverages (beer) or unfortified wine.

As discussed earlier, the sale of alcohol on campus is strictly prohibited, but the Legislature has created two exceptions. One is for the Alumni Association and the other is for tax exempt, nonprofit organizations that are conducting a fund-raising event. In those cases a special permit must be obtained from ABC. The UNCG Alumni Association has a standing permit for fund-raising events. Other unaffiliated nonprofit groups must obtain a permit for each such event.

How can a permit be obtained from ABC?

Permits are obtained from the Raleigh ABC office (phone 919-779-0700). However, you may contact the local ABC office for information about the permit process. The local phone number is 274-6304
